Dwarf Starting Area Enemies

I rolled a dwarf hunter today, and one of the beginning quests requires fighting a cave full of Frostmane troll whelps. The problem is, when I shoot them they do not aggro to me. They stay right where they are, and regain all of the health they lose. Why is this happening?

I noticed this all over the dwarf/gnome zone today. are other starting zones like this? it's not right at all
