Windfury with Manual Crowd Pummeler Issue

Hey , ran into an issue where the Manual Crowd Pummeler weapon from Gnomergan will no longer proc windfury after using all 3 of the charges for extra attack speed. Worked fine before I used all the charges, so that's the only thing that I can find that may have caused this.

EDIT: Now after trying other weapon enhancements as a Shaman, like rockbiter and Flametongue, none seem to affect the weapon.
EDIT2. In the combat log it says "You failed to apply Windfury Weapon (0 Charges remaining)"
