Azure silk pants equip bonus not apllied?

So I just got my Azure silk pants with 'Equip: Increases damage done by Frost spells and effects by up to 10'.

However after I tried to cast Blizzard there was no damage increase.

Is there any explanation for this?

If I remember correctly, blizzard has ~4% spell damage coefficient per tick. So, +10 bonus is to low to be easily noticeable here.
