Works on spells currently whether or not it is intended (flat 6 damage increase).

Have you done the cauldrons quest line? Also delete your WDB folder and check again if he has the option to receive one. I believe they should be in game since the first patch. I was able to do some of the repeatable cauldron quests on Elysium. Either way, running stratholme and scholomance is better and cheaper for reputation. Maybe they mixed it up with Elysium/Zeth'kur epic pvp gear.

May be custom deserter length by a GM as punishment for afking.

Check if it has a folder within its folder that should be placed in addons instead, i.e. redundant folders. Otherwise get the best version of Atlas loot here and try: https://github.com/Cabro/Atlas

That's how the items worked in vanilla so most likely yes.

Arcane is a novelty and nothing more.

Will the rank 12/13 PvP gear be reduced in power for this server patch? Currently it has 1.11 stats which is OP (unless that is what is intended here). https://elysium-project.org/bugtracker/issue/2715
