I'm guessing the reasoning for not having the decay removed pre-emptively would be the very fact that it's tied to talent specs and talent specs are infact 1.12.1. For example, before BWL warriors didnt shieldslam.

I dont know the proc-rate of Felstriker, and even if I did it's not an easy proc to model. I seem to recall that someone else stating that it was great for pre-raid but replaced by pretty much any raid epic that got 50dps or more.
