As long as one player plays only one account on each server it is fine. They can tell if you multibox or if its actually multiple players on the same IP.

You can play both factions on one account. You are not allowed to account share however, so your kids have to make an own account if they want to play.

Keep in mind that sometimes reviewing a ban can take some time too, because not every GM can review every ban situation. Also the staff is doing this on a voluntary basis, they don't get paid. Everyone offers the service in his/her freetime. Bans are not handed out if you actually followed the rules and did nothing to deserve one. Exception are the automatic bans by systems like the anti-cheat, which obviously can and will have some false positives.
