Horde isn't dead at all. Alliance has more population wise but still horde has a lot of guilds and players. Also we're just close to BWL release, it comes tomorrow. So the progression isn't that far either yet.

The drop chance isnt that low at all. Also its blue swords from a 40-47 instance. You can easily get that sword while leveling. Either with luck in one run or just in multiple. Still doesn't make it supposed to be rare or freeloot.
