Not at the moment but of course it is a possibility, since both Elysium and the new Zeth'Kur will be on the same timeline. Please remember that Nostalrius never lost population throughout its life. So far, despite the launch of Elysium, neither Nostalrius realm has lost any significant amount of population either. Only time will tell if all 4 realms remain strongly populated or not.
