It is useful for PvP and for calculating how much resistance a character should aim for in PvE environment. 315 is the weapon skill needed for melee characters to completely negate the level-difference miss chance of raid bosses. Casters need +hit gear to overcome the same difference. It has nothing to do with spell resistances which are calculated separately from the level-based hit/miss calculation.

You should trim your ignore list once a week. Goldspammers get banned regularly enough that there is no point in keeping them ignored for days and days. Unfortunately we cannot increase the ignore amount but there are addons that mimic such a function, as pointed out by other posters. Anathema and Elysium will not be merged as they are on different timelines. We are not currently looking at any options to either accelerate Elysium or "freeze" Anathema. Try installing retail WoW client. It will update a bunch of WoW-related registry hooks. It's crazy but it might fix your issue.
