You can't reverse engineer a weapon that already has a set proc % rate and add PPM to SotC. SotC will still get the same proc % rate. PPM is ONLY a name for enchants/items that adjust the proc % rate based on the base speed of the weapon and does not adjust from Haste. You can not change the proc rate as you can not change the base weapon speed. All abilities that are able to proc a melee ability will share the same proc rate of the reported 9.53%.

Posting a full spec when talking about "leveling spec" is best to break down what talents are being taken at certain levels. Otherwise people will not know which tree to go down first and why.

I'd recommend moving those guides from the other sites onto this site and then changing your link. You never know when those other domains will go down. Just make sure you give credit where it is due in your topic header.

Many people that have experienced this had transferred one of their "other" accounts that had a level 1 alt on it (was not a bank alt). Those types of characters were removed. So you could have transferred an account that had only a level 1 or not even a toon on it. Go to your WoW folder on your computer and look in your WTF folder and see if there are any other account names, to ensure you transfer over the correct account that has your main toon.

If you push the settings beyond the max that were already listed, most settings then just default to what is max in your Video Settings in game, which is MUCH MUCH MUCH lower. Also once you go through this process using the Console commands, DO NOT CHANGE ANYTHING IN YOUR VIDEO SETTINGS IN GAME. This causes about half of what you did in the Console commands to revert back to the video settings max settings making them much lower.

It will never be "endorsed" per se, though favorable things among the community spread by word of mouth. Add-ons in general get a mix bag of preference with the community and the admins will only promote the Vanilla experience. The user-base can stray from that if they like.

Avatar checks out. You must be new to Vanilla. That is a lot of money, especially for that level. Only need 90 for your level 40 mount, but I didn't get that until level 52 on my first toon on server. At that low of a level to get his mount taken care of + over 20% of his epic mount taken care of is extremely good.

The personal talking restriction isn't a bad idea, though would require a little coding. Create a debuff automatically on the character once you talk to them to start the event so they the same person can not talk to them for X amount of time. If it was done that way, it could even be moved back to 7 hours with no consequence to other players.

Seems like it may be an issue with your default resolution settings. I am at work for the night, so I don't have access to my wow folder atm, however you are able to edit your resolution settings looking in your WoW folder. Try changing it in there to a resolution that matches what you have your monitor at and relaunching the application after.
