As long you don't ask for donations. It's ok i believe. Even tho, of course this game belongs to Blizzard. Thing is, people never listen. We are free to do what we want. Till someone show us we can't do it. Then probably people will keep doing it. I've been doing it a lot and never had problems with it. Easy. Go Holy, get geared and use your Off Spec only when you want to go hardcore. You will have enough chance to collect Off Spec items.

If you want to help everyone and have real fun go Holy (You will get geared fast for Main Spec and Off Spec) If you want to kill everything and spend your gold on raids go Retribution (It will not be easy to get items being DPS Melee Two Handed) If you want to feel the power, get really hurt and spend gold on raids go Protection (But be ready to Off Tank, because Warriors can do it much better) Even tho, the most important thing ever is to enjoi the game so... Play whatever you want and have fun! Paladins are Overpower anyway.
