Those are the old elysium rules. They're likely to implement the original nostalrius rules with their further update about servers later in the week. You couldn't multibox or dual log behind the one keyboard this included leaving one character in the main city for AH/bank purposes. The only exception was for trading/professions between accounts, as long as you were in the same city as both accounts. It was allowed.

You'd probably get as low as ~290ms with a tunnel service. ~320ms without. I wouldn't expect an oceanic private server seeing as we have a small community. Hope to see you on launch day, if horde hmu for a oceanic guild invite.
