Depends on what you mean by "good"? You will be able to out-dps hunters and sub-par dpses like that if you put alot of effort into it.

Stats on items will ofc depend on which server you are playing on.

According to http://forums.crestfall-gaming.com/index.php?/topic/1148-darkrasps-update-11142016/ it should be 9,53% chance to proc, which would give ~3,7 ppm with SotC, which is pretty decent. And ofc you will be hard pressed to find a weap with that kinda dps at launch, esp that early on.
