Assuming you're grinding all Darkspear quests until 60, you should still be able to grind faction reputation via turn-ins in AV to cover the gap. It's slow going, but cheaper than buying Runecloth.

If /xpoff was a function, I'd make a level 39 Night Elf Hunter twink. Less so for WSG/AB, but so I could roam around STV (and similar zones) ganking and gathering, without the worry of leveling-up eventually. I also like to do as much questing/instancing as I can at a certain level (in this case, 39), because I find that to be a fun challenge. I do sort of the same now, but with a 39 DIscipline Priest.

This same logic can be applied to /xpoff, yet you're against that (though you've not articulated -- in this thread -- precisely why what that is). I think the announcer is a good idea, as is /xpoff.

The solution is not to turn the Elysium Project into INSTANT LVL 60 + EPIC MOUNT + 8/8 TIER 2 fun servers. Consolidate into three servers (Anathema, Elysium, and Darrowshire) Release a functional AQ20/40 on Anathema (and have the scripting ready for Elysium). Certain "MUH NOT BLIZZLIKE" changes could be considered for the headache-lessening of the playerbase (such as herb respawns, possibly /xpoff)

Implementing an /XPoff command would likely also help twinking, as it would reduce some of the "barriers for entry" by reducing some of the "pre-planning" needed for gear farming.
