Make sure your addons in the addons folder has the same name as the .toc inside. Example: Clique folder should be named "Clique" with a "Clique.toc" inside. You can also try deleting the wtf folder and see if that helps. Make a backup before you delete it.

Pretty much. The wtf stuff don't usually get all screwed up. More like if the game crashes the settings you've changed in game that session won't be saved.

If you didn't make a backup of your wtf folder, where all settings are saved, you're out of luck. You will have to set it all up again.
