yes, it shouldnt be resisted. it wasnt resistable in classic. the ability was bad on this server, due to visionrange limits and now its become completly useless.

that guy is an enhancer (check his wep + flurry procs), which casts in p1 (if cthun doesnt use his laser), bc the melee spots on the mob are limited.

there is a 2hand mace in gnomeregan which gives you increased attackspeed on use. it has 3charges. have fun farming a bank full of that thing

2.5k pop isnt the same as 7k pop. it would be way harder to get your raid nef/ony buffed with this kind of pop.

the guy you quoted was obviously talking about a raidenviroment. if you are talking about 5-10mans you got a point. if you are outhealing your restodruids as a feral, i imagine they have different tasks than you and / or are pretty damn bad. imagine the difference if you would be resto specced.

if a restodruid does a "decent job at raidhealing" a feraldruid does a decent job at dealing dmg. some guilds have ferals. on elysium sanctum has one if i remember correctly. i actually doubt this. ferals have no big cds (only the gnomeregan mace), so the perfect fight duration, to look good compared to the rest of the grp, is till their mana runs out.
