Sound like it is you ISP and/or the routing that they use. Maybe a VPN is your best solution.

The position is this, if we have no evidence then someone saying "I lost xyz" and us saying "OK, here you go" and recompensing would lead to chaos.

Your character may be in a glitches position. In-game ticket from an alt if needed.

As an aside, I play on a Mac with zero freezes, micro or longer. Addons can cause this. Moving thread to other issues.
