In-game ticket - the spam mute wears off after about an hour. Muting

Only thing to do. You need an account name and either the email address that you used to register or the password to access your account. Too many attempts will lock you out for a while.

In game ticket, here is not looked at often.

The addons should be in the World of Warcraft folder/Interface/Addons if they came as zips etc, they should be expanded. Each addons is a folder, Give us a listing of your folder of that name. WoW must be restarted for them to be recognised.

We have no idea what your domestic setup is. Are you using a router that you have tried to reset, on/off? I this brother's account on the same network/router? Have you tried using your account from another computer/network? Have you tried reinstalling WoW? Have you tried running WoW without addons? Is the WoW folder not in the Programs folder. Are ash of the documents/folders in the WoW folder got read/write access.? Answer these, and we can proceed.

As @TheDruidCode says, requirements can jump inside a quest line, That message is typical of a follow on quest that requires a higher level.
