Your only route to getting this item restored is using the procedure mentioned in the procedure that you copied. AFAIK, although I could be wrong, a character's quest status can only be determined while they are on line. Only a "few" GMs can restore items. Other GMs can check for eligibility. Without the user name, it's not really possible to help. if you still have WoW installed, the WTF/Accounts/ will have a folder with the User name. maybe a backup.
