FPS monitor forces game into 1 FPS - Weird!

I start WoW and everything seems normal for a few secounds, then this FPS monitor thingy activates and I get 1 FPS? 

Never seen this thing before and I have no idea if it's the game or my PC that is doing this.

 

Anyone know what this is?
