Unable to register guild charter (Nost PvP)

Got all signs.

 

Unable to register. I have tried deleting charter and making a new one (collected all the signs again), I have tried disabling all addons, I have tried logging out and back in (painful atm).

 

None of this is working.

 

I have seen others manage to create a guild and I did manage to create a guild on the PvE server.

 

It is not working for PvP server though.

 

Any assistance will be appreciated.
