Engineering Battle Chicken squawk is very rare, is this intended?

Hi there,

 

The engineering trinket Battle Chicken has an ability to squawk which increases melee attack speed by 5% for 3minutes. Unfortunately on Elysium atm the chicken squawks very rarely, with my personal results being 1/12 although I'll admit that's not a great sample size.

 

I was wondering if this is an intended rate of squawkage, or if this could be improved to what I've seen on other servers which is every time you use this 30minute trinket, sometime during the chicken duration he will squawk.
