report a character trading with real money

Dear GM,

I am reporting to you an issue regarding character trading with real money.

All players in Nostalrius PVP committed themselves to Term Of User before they entered the world, and anyone who violated the rule will be banned. A player, whose character ID is Tecnineop, violated the TOU, as he obtained this character by paying real money to its previous owner. Members of our guild were aware of this problem in a raid in Zul'Gurub because of his low DPS. However, this Tecnineop rogue is geared with full T2 set, Chormatically Tempered Sword and Drake Fang Talisman. We were astonished that such a top geared player did not konw how to DPS. Under our questioning, he admitted that he had no experience in playing a rogue and he bought the character from another player with a price of CNY 10,000 (around 1400 euro). What made us even more unhappy is that he did not realise his wrong doing , the potential risk to the server and the unfairness to us, who stick to the TOU.

I believe his behaviour of character trading is a serious violation to the TOU. I hope an appropriate action can be taken against this behaviour,and give a lesson to anyone who intends to trade characters.
