Is visual mods usage allowed?

Hi,

I've found an interesting mod which allows to substitute default models for WoD ones. I'm wondering if this is allowed. It sounds like using this could break the fifth rule, point Hacks which states:
Hacks; accessing or altering the Game code, memory, packet data, software and/or any component or feature thereof, which changes and/or facilitates the game-play.

What if the mod does not alter the game-play? Would it be allowed then?

It has been asked before, and the answer is the same.

The models can be changed to anything; i.e. huge spikes so you can see enemies behind walls. I know that is not what you intend to do - but others will!

This certainly influences the game-play, no doubt. I'm wondering if a mod not changing things in this way is forbidden too. Do you happen to know which thread was it discussed previously in?

No offence to your judgement, but I'd like to hear an official interpretation of this case.
