can't talk lvl 16

for some reason in the past hour my character can not speak in gen channel, gen area, or whispers. every once in awhile it will say i can speak again in 59 seconds and i still cant say anything.

Did you relog? If that doesn't work delete your WTF folder to reset your characters settings to default.
