Put weekly scheduled maintenance in Server Message

Instead of having the server message say "Server restart in 15 minutes", say something like "Shutting down in 15 minutes for weekly scheduled maintenance" maybe even include an ETA if possible. (also including an ETA in tweets}

They have to learn communicate with community lots better. Atm informing and communicating is so poor.
