Still possible to transfer from Nost?

Hello! I played on Nostalrius before the servers shut down. And was a bit late for the release of Elysium. 

So my question is if i can still transfer from the old server to these?

Or is it only those who did the transfer at the release?

I urge you though, to consider starting fresh.

Selfishly because I want this server to succeed. I haven't played retail for 6 years, and if this server doesn't work out, I'll be WoW-free again.
