Enchant Proc Rate in Off-Hand

I'm a DW Fury warrior, in my off-hand I use a 1.80 Dagger I've enchanted with Icy Chill (30% Movement and 25% Melee Speed reduction for 5 sec).

Just to test it out I used only the dagger in my main hand and it procc'd pretty regularly when tested on 4 mobs, but when DWing with it in the off-hand it hasn't procced at all even after 6+ mobs.

Do Enchants just function differently when in your off-hand or was it just a bad case of RNG?

The proc-chance is always the same in OH and MH, However you will notice lower total amount of procs because only your MH is used for special abilities (HS, BT, WW, Cleave etc). Because of this you shouldnt be putting Proc-based enchants on your OH weapon.
