Please note - Some items are not yet available with current content, but this is still BiS (best in slot before raid gear)
I also only posted 3 items for BiS, there is more, but I wanted to limit the amount of items added.  Some item wont be added till later. Here is a list of alternative items that can also be used for tanking at 60.

they reverted the item stats changes since they were changed in 1.10 and 1.11 it turns out

only T2 item stats were changed in 1.9
