No rage generation when attacking a shielded target.

How does a warrior deal with this outside of rage potions? I am new to the warrior class and would greatly appreciate any tips.

The same way warriors deal with most solo PVE situations below level 60 of course;

Weep silently on your 10 minute corpse run, then ragequit when your equipment breaks after another 3 failed attempts.

I'd like to be able to survive on my own at times as well.

Destroy it yourself. Use rage from your previous fight to do so.
It's bad strategy to engage against a shielder without having rage to kill the shield off.

The same way a warrior deals with being in frost nova infinitely. Use a free action pot or in your case a rage pot and hope that it's enough.
