Temporary Chat mutes / Spam protection: False positive

Since today I've heard multiple people complain about being chatmuted with no apparent reason: Just suddenly, when they want to send a message (after a break of a minute or two, even), they are messaged "you cannot send another message for <up to 60> seconds." 

Is this linked to the server stability issues, or have any adjustments been made to that system recently? Our first suspect were Addons like flagRSP that use Chatchannels to exchange data between players, but this could not be confirmed.

I used addons like Ct mailmod, Atlas, Atlasloot, Aux, Onebag, Onebank, Cartographer, Damagemeter, Move anything, RaisAutoshot, Questie. I hope any of those is the data-exchanging addons.

guildmates in my guild had same issues. they deactivated QUESTIE and ATLASLOOT and they are writing again
