I'm just getting a message "The spell is not available to you." if I try to cook this fish . To level cooking skill would be much more difficult for me without it.

 

What can I do to solve the problem? (cleaning cash and turning off all the addons didn't help)

It's not available until a future patch. There's nothing you can do except wait for it to be added back.
