Player caught DDoSing another player

A player on Anathema called Henkebenke, a lvl 60 human warrior, is on video DDoSing another player who is streaming.

Check from 3:42 forward on this video. He then mocks the player in his twitch stream chat for having a bad internet after DDoSing him.

 

Is there any consequences for this kind of behavior?
