Question about item levels and potential enchants

I've been trying to find out if I can put a high-level enchant on a level 29 weapon, but I seem to recall in live-Vanilla (which was a long time ago so I'm not sure if it's correct) that the minimum level of an item has to be 35+.

I want to know if I can put Enchant 2H Weapon - Agility on a level 29 weapon.

Any enchant can be on any weapons or armor.
