Issue with leveling fishing skill on Darrowshire

I'm having an issue with leveling my fishing skill.

Currently I'm fishing level 194. It took me 14 successful catches to go from level 193 to level 194.

Is this normally behavior?

My understanding is that it should take between 6-7 successful  catches to level at my current fishing level.

I leveled fishing to 300 on a few characters in Vanilla and never remember it taking this long.

Fishing is the most time consuming Secondary there is.  So naturally it would seem that it isnt working sometimes.

To my knowledge it is working as intended. 

Where are you fishing exactly?  The best places to lvl fishing are Cities.

I fish outside the cities. Currently fishing in Theramore harbour.
