Chance on hit/item proc and spell damage scaling

With recent release of 1.9 patch i have been experimenting with spell power gear and certain items such as Sulfuras and Darkmoon Card Maelstorm. Currently they scale with spell damage, but scale rate is inconsistent(on Sulfuras around 12%, DCM around 19% - by my tests).

My question is first of all should they scale with bonus spell damage, did they scale on retail vanilla? And at what rate?

I did my research on old allakhazam, thottbot, EJ and general google search - but was not able to find definitive answers. Most what i found out is some evidence that they should scale(here you can see Fireball hit for 340 on a paladin with around 130 spell damage), but question of what exact percent items like that scaled i am unaware. My best educated guess should be 43%, same as all instant cast spells.

Thank you for help. I was aware that Lifesteal like procs scaled 100%, but didn't know other items with similar item procs worked that way too, i saw it as two different groups.

I ran extensive search regarding Sulfuras and Darkmoon Card Maelstorm, but was not able to find anything similar to what you have posted regarding those two in particular, probably because of rarity of Sulfuras and the fact that Darkmoon Card Maelstorm was regarded as bad item thru vanilla.

If anyone has some more data and info feel free to contribute on subject, would be much appreciated, since i would like to bug report on at least Sulfuras and with it on other items.

Im still quite puzzled by subject. There is bug report regarding Sulfuras in the progess:

So when we fix proc chance of the item id like to fix it completely. I am aware that dot component is not working correct, by that i mean aditional 75 damage over 10 seconds. It scales with spell damage, while it should be fix 15 damage every 2 seconds(5x15=75 - as tooltip says).

All items listed above, excluding kalimdors revenge have lifesteal component, i wonder would that make any difference on subject, one being Fireball other being Lifesteal?

Id like to present as much possible evidence when expanding current bug report.

Vanilla time evidence regarding specifically Sulfuras is hard to find, as i said i have done quite extensive search to find something tangible, so id like to find more strong derived evidence stating "this item X worked this way, so should item Y".
