Is there a level req. on lockboxes?

So I bought 2x mithril lockboxes and 1x thorium lockboxes off a guy, then tipped a rogue to unlock them. But I can't open them as they say I am 'unable to use that item'. My toon is only level 24. Is there a level limit to interacting with an unlocked lockbox???

They may appear unlocked, but they actually aren't.

The Rogue need to open them, in his inventory.   

They thought they fixed the bug, but they didn't.
