Short freezes and lag

If i go to ESC -> Graphics i get everytime a complete freeze/lag which lasts around 5-8 seconds.

When i'm loggin in with my character i get a short freeze/lag too (1-3seconds) and after it the game starts to load.

Another problem are the loading times which are a bit to long for my taste because i installed the game on a SSD Samsung EVO Pro 850 and it feels like it runs on a HDD.

System OS: Windows 10
GPU: GTX 1080Ti ref.

Things i tried out so far:

- New installation of the client
- Driver + Firmware update
- Configuration check + SSD/GPU config
- Nvidea driver new installation

For now it seems that the problem is Windows 10 itself, because with 8.1 i had never problems like these.

I would be happy if you guys could help me.

I've had this on my old machine when I upgraded to Windows 10 too and I was never able to fix it, despite every single attempt out there - even formatting the C drive.

On my new PC and also running on Windows 10 I have no problems whatsoever.
