Gloves of the Hypnotic Flame & Flaming Band

Hey guys, 2 questions 

First, are Gloves of the Hypnotic Flame (looted from Majordomo chest) ingame atm? I know they're supposed to be, but I haven't seen them drop/ seen someone have in an abnormally long time, plus, they show up red (indicating unavailable) in atlasloot. 

Second, the Flaming Band (loot from Pyroguard Emberseer UBRS) I am aware it is ingame and has various different random procs, but is +fire damage random proc ingame? I am doubtful that it is, but according to a comment on db.vanillagaming, a user commented, "Prior to patch 2.3, this item gave 24 bonus fire damage and had a random enchant. It now gives 20 bonus damage to all schools of magic and still has a random enchant". Is this random proc available/ not insanely rare?

Gloves of Hypnotic flame i believe has disappeared from the server with no trace, i had one in my bank prior to shutdown (It was my first epic so i should remember) and now it's gone from the database.

For the Flaming Band i don't think any kind of spell damage bonus are available, only stats relevant for casters (spirit/intellect/mp5 and stam)
