Stratholme "Large Mithril Bound Chest" - Why can't we open it?

I've been doing Stratholme a few times, and everytime we make it to that chest which is located just before last boss, we're unable to open it.

I'm a rogue, i have 300 lockpicking, and all i get is failed attempt.

Is this a bug or some sort of thing you've put in yourself?
