Unplayable lag from Asia

I'm located in Taiwan. About two weeks ago I started getting enormous amounts of lag. My ping is usually 300-500ms and its playable. However, now it usually hovers around 2,000-3,000. I've ran speed tests and nothing has changed on my end apparently. I just logged on now and for at least 3 minutes now I haven't been able to perform a single action. In this situation my ping is being shown as 0. I'm not sure what else I can do.

Just checked again. My ping was showing about 18,000.
