OOX-09/HL Distress Beacon You don't meet the requirements for that quest bug

I have the OOX-09/HL Distress Beacon from the Hinterlands in my bags on my human priest (no idea if that's relevant). When I right-click it to start the quest "Find OOX-09/HL" the quest text pops up as it should. When I click "Accept" it does not give me the quest and instead says "You don't meet the requirements for that quest." I've tried this at level 43, 44 and 45 with the same result (Beacon itself says requires level 43). I've tried in different zones but it still did not work. I am not already on the quest, I have not already completed the quest.

I don't know if there is an issue with the other two as they haven't dropped for me in Tanaris/Feralas yet.
