No quest givers inside of Light's Hope Chapel

Hi. I am honored with Argent Dawn but I do not see any of the repeatable quest givers available in Light's Hope Chapel. I thought they became available at friendly. Is anyone else having this issue? I am on the Anathema server. Thanks.

There are no repeatable quests there until 1.11.
