SOC partial resist

Anyone know if SOC is on the melee or spell hit table? And, if holy is supposed to be partially resisted? Both the proc and judgement are being partially resisted.

Seal and Judgement of Command are on melee hit/crit and both are able to be partially resisted in PvE only against higher level targets - that is working as intended.

Seal of Righteousness was recently fixed so as to not be able to be partially resisted at all even against higher level targets - Judgement of Righteousness can still be partially resisted however in PvE against higher level targets and is on the spell hit/crit table.
