Unreachable Mining Vein Spawns

I'm not sure how creating/modifying features of a private server works, but would it be possible to modify the spawn locations of unreachable mining veins? Most veins I've found are perfectly fine or can be obtained through an alternative route, but in Redridge I found three examples of veins which I was unable to mine no matter how I tried to approach them.

Can confirm the issue, have found several unobtainable mining veins in Dun Morogh and Elwynn:

1) some are visible but in a place unreachable;

2) some are not visible even though located on the minimap (100% not in a cave);

Unfortunately, no proof from my side.
