The server making my client freeze every minute

It only happens on Elysium servers (all realms) and wherever you are on the server (crowded and not crowded places). The game will stutter for half a second every minute exactly.

It doesn't happen on the other vanilla servers I've tested (kronos, retrowow).

note: this is without using any addon or performing any action

 

I join a screenshot of my frametime from msi afterburner/riva tuner to illustrate the issue. It's really noticeable and irritating with a 144hz monitor.
