Skullflame Shield scaling with +healing

Hey all,

First of all I don't know if this is the right forum to post this in, if not feel free to move it around.

So I play on Elysium as a paladin and I asked about the Skullflame Shield in the paladin discord. I know that many paladins use it to aoe farm monsters. Somone who plays on Anathema (where the shield apparently works properly) recommended the shield to me but said that it scaled at 43% of +healing instead of 100%, which it should (and does on Anathema). I saved up the money and bought the shield but I pretty quickly found out that it doesn't seem to scale with +healing at all. I tried a set with +450 healing and one with +150 healing and the life steal proc hit for the same exact amount.

I'm wondering a few things now:

1) Is the shield scaling at all with +healing / +spell dmg?

2) Is the way it currently works on Elysium the correct behaviour, a bug or the way it's supposed to work in this patch?

3) If it's a bug is there an ETA on the fix? If it's the way it works in this patch, in what patch does it get changed?

Skullflame shield has a lifesteal effect. That should scale with healing, no?

Lifesteal effects drain the amount of damage they do in the form of hp to you. The only way to increase them is to do more damage.
