Not receiving Rallying Cry of the Dragonslayer

I am not receiving Rallying Cry of the Dragonslayer.
Several occasions, several locations in Stormwind. My offline character receives it.

Server: Darrowshire / Character: Typedef.

Anyone else with this issue?

p.s. I can't believe by character's name's interfering with some typedef struct { }; involved in receiving the buff.

You need to be friendly reputation with stormwind.

I have also had this happen to myself and a friend at different times.  Its seems like it might happen when you're in the Canals, like the buff is not considering them part of Stormwind.  Not 100% sure about that though.  I think I was in the AH one time too.  I know it's not the reputation thing because all characters involved had received RC before.

The times I recall exactly:

- I was in Old Town, by the tavern;
- I was in Trade District, middle of the way, by the guild shop;

Thing is, I don't mind not getting it, but I am worried there may be wrong data involved in my character info, and that it might affect me later on.
That's why I'm not sure who to talk to, to have it looked into.

It's not the character apart from the reputation. It's the area, some are not as good as others. The people who really want it stand by Marcus Johnathan
