[Elysium] Quest "Portents of Uldum" not offered

Hi, according to http://db.vanillagaming.org/?quest=2963 "Portents of Uldum" is supposed to be offered at lvl 45 after having completed the prequests. I did them all and I'm already lvl 47 and the quest still isnt being offered to me in IF.
