Can't buy (or see) Formula: Enchant Cloak Greater Nature Resistance from Kania in CH

Hey! I have enchanting 300 and Revered with CC. 

I should be able to see and buy the formula for +15 nature resistance to Cloak (http://db.vanillagaming.org/?item=20733). However Kania doesn't even let me see the item, let alone buy it. 

How do I fix this? I've deleted my WDB folder several times, and it does not seem to help.

You need to tell us the server, different items are available at different patch levels.
